A funding package that would end the longest funding lapse in the nation's history is heading to the House of Representatives for a critical decision on the coming day.

On day 43 of the political impasse, congressional members are reassembling in Washington to determine if they will approve a Senate package that would finance federal agencies for two months.

Majority party officials expressed confidence the funding measure would be approved by the House of Representatives, notwithstanding their slim advantage. But top Democrats pledged to fight it.

"We're reopening our country," he declared on the previous day at a Veterans Day event in the Virginia suburb. "Should have never been shut down."

Consequences of the Closure

Congressional Procedure

The legislative panel moved the legislation forward in a procedural party-line vote by a margin of four in the early hours of the crucial date, capping a seven-hour session.

Majority party representatives dismissed opposition proposals seeking to extend ending healthcare support - their main demand during the impasse.

The legislative body is scheduled to reassemble at 4 PM Eastern (21:00 GMT) to have a brief deliberation period on the legislation before a ballot.

Minority Position

Democratic leader Hakeem Jeffries of New York promised to challenge the legislation.

"We completely reject as the minority party to this careless majority action to persist in increasing the high cost of living on working families," he told the media outlet.

The minority representative has shown irritation with the upper chamber minority who aligned with the majority party on the previous evening to approve the budget proposal.

Major Points

A key condition of the opposition during the funding gap has been that Republicans include in the budget legislation a clause to continue fiscal incentives that make health insurance more affordable for 24 million Americans.

But the majority party remained cohesive and refused to budge, agreeing only to allow a vote in December on the medical assistance, a proposal they had made earlier.

And there is doubt that provision will be approved by the second legislative body, while the Speaker has still not guaranteed a vote on the fiscal incentives in the House.

Political Dynamics

Johnson has kept the House out of session for nearly two months to apply stress to Senate Democrats to reach a funding agreement.

Prior to the crucial ballot he will administer oath to Arizona congresswoman-elect Adelita Grijalva, a Democrat who won a special election in September.

After she completes the official pledge, the Republican majority in the legislative body will be narrowed to a five-vote margin – 219-214.

That means the Speaker can can tolerate just a pair of GOP members on each partisan ballot.

Fiscal Concerns

The spending plan places the national administration on track to continue accumulating about nearly two trillion dollars (1.4 trillion pounds) a each year to its $38 trillion in government obligations.

But Chip Roy of Texas announced he remained "uninformed about resistance of consequence" to the bill from fiscal hawks in his House Freedom Caucus.

Likely majority party opponents Thomas Massie of Kentucky or the Indiana congresswoman of Indiana have stayed silent so far on how they plan to vote.

But even if they do defect from the party, the House Speaker could potentially pass the legislation with the support from pragmatic minority representatives, such as Jared Golden of the Pine Tree State or the Texas Democrat of his constituency.

Public Perception

Neither party appears to have emerged unharmed from this political standoff.

Opinion polls indicate voters believe the GOP shoulder slightly more of the culpability, while minority members were bitterly split by the legislative gamesmanship.

And once the shutdown is over, appropriators have merely eight weeks to avert the following crisis.

Public financing would then be scheduled to end on the end of next month.
